You can access the Expenditure Entry page to add an expenditure and the Expenditure Update page to modify an expenditure. No expenditure information is viewable by the public or another Candidate or Committee until a report is filed. For information regarding validating expenditures, refer to Expenditure Validation.
To access the Expenditure Entry/Update page:
Click the expenditures tab.
If the Expenditures tab isn't visible in the menu bar, perform the steps for Viewing a Candidate or Committee.
The Expenditure Administration page is displayed.

In the Expenditure History - 10 most recent Expenditures section, click the add button.
The Expenditure Entry page is displayed. |

In the Expenditure History - 10 most recent Expenditures section, click the update link in the data grid for the expenditure you want to modify.
The Expenditure Update page is displayed. |

In the Expenditure section, perform the following:
Select the type of disbursement from the disbursement type drop-down list box.
Select how the funds were spent from the expenditure type drop-down list box.
Type the date the expenditure occurred in the expenditure date field.
Select how payment was made from the payment type drop-down list box.
Type the dollar amount of the expenditure in the expenditure amount field.
If desired, type a reference number for your use in the account/reference number field (e.g., account number, check number).
If the disbursement is for an electioneering communication and/or an independent expenditure, perform the following:

Note: Some expenditures may be reportable as an Electioneering Communication and/or an Independent Expenditure. Click the click here for info about electioneering Communications link and the click here for info about independent expenditures link to determine if you have a reportable Electioneering Communication or Independent Expenditure. |
Type an explanation of the expenditure in the explanation field if you selected other as the expenditure type or if the information is otherwise required.
For EDI filers, type an external reference ID in the external reference id field.
If the Payee section is displayed, perform the following to assign a Payee to the expenditure:
Select the Payee type from the payee type drop-down list box.
Enter search criteria into one or more fields to search for a Payee.
To narrow your search, enter information into as many fields as possible.
The system includes in the search results all names that start with the characters you specify. For example, if you type smith in the last name field, the search results will include both Smith and Smithers.
In addition, you can use the "%" character anywhere in your search criteria to expand your search results. For example, if you type "%smith" in the last name field, the search results will include all last names that contain Smith, such as Smithson or Vansmith. If you type "s%mith" in the last name field, the search results will include all last names that start with "s" and include "mith", such as Sutmith.
If you are adding a new Payee to the system or you want to modify an existing Payee's information, perform the following:
Type the Payee's name prefix in the prefix field (e.g., Mr., Mrs.).
Type the Payee's first name in the first name field.
Type the Payee's middle initial in the mi field.
Type the Payee's last name in the last name field.
Type the Payee's name suffix in the suffix field (e.g., Jr., Sr.).
Type the first and second lines of the Payee's address in the address field.
Type the Payee's city in the city field.
Type the Payee's state or Canadian province in the state field.
Type the Payee's ZIP code or Canadian postal code in the zip field.
If the expenditure is a reportable independent expenditure, perform the following:
Click the next button after completing the Expenditure and Payee sections of the Expenditure Entry page.
Additional fields are displayed.
In the Candidates Associated to this Expenditure section, perform the following to search for and associate a Candidate to the expenditure:
Select the Candidate's party from the candidate party drop-down list box.
Click the search button.

In the Electioneering Communications section, perform the following:
Type the date(s) of communication in the dates of communication field.
Select the communication method from the method of communication drop-down list box.
If the expenditure is for an electioneering communication and a reportable independent expenditure, type the text or main points of the communication in the text or main points of communication field.
In the Candidates Associated to this Expenditure section, perform the following to search for and associate a Candidate to the expenditure:
Select the Candidate's party from the candidate party drop-down list box.
Click the search button.

Select the add or select a different payee for this expenditure radio button.
Click the proceed with payee change link.
The Payee demographic fields are displayed in add/search mode.

Continue adding Payees and/or modifying individual expenditures as necessary.

Select the update information about this payee radio button.
Click the proceed with payee change link.
The Payee demographic fields are displayed in edit mode.
Modify the information in the Payee Information section as necessary.
If the expenditure is for an electioneering communication, perform the following:
Click the next button.
Additional fields are displayed.
In the Candidates Associated to this Expenditure section, perform the following to search for and associate a Candidate to the expenditure:
Select the Candidate's party from the candidate party drop-down list box.
Click the search button.
